MUDRA Loan vs PMEGP Subsidy: Which Government Business Loan Scheme Should You Choose?

Published September 26, 2026 Β· By PPC Integrated Consultancy

Two government schemes come up again and again when small business owners look for affordable funding: MUDRA and PMEGP. They serve similar goals but work quite differently, and picking the right one can save you real money.

What is a MUDRA Loan?

The Pradhan Mantri MUDRA Yojana offers collateral-free loans up to Rs. 10 lakhs to non-corporate, non-farm small and micro enterprises, split into three categories: Shishu (up to Rs. 50,000), Kishor (up to Rs. 5 lakhs) and Tarun (up to Rs. 10 lakhs). There’s no upfront subsidy, but the loan itself is easier to access than conventional business financing.

What is the PMEGP Subsidy Scheme?

The Prime Minister’s Employment Generation Programme is designed for setting up new micro-enterprises and includes a genuine capital subsidy, typically 15-35% of the project cost depending on the applicant’s category and location, on top of bank financing for the rest.

Key Differences at a Glance

MUDRA works well if you already have a running business and need working capital or expansion funds quickly, with minimal paperwork. PMEGP suits first-time entrepreneurs setting up a brand-new unit, since the subsidy component meaningfully lowers your effective cost of capital, but it comes with a longer approval process involving a District Industries Centre.

Which Scheme Should You Choose?

If speed and simplicity matter most, MUDRA is usually the faster route. If you’re starting from scratch and the subsidy percentage makes a real difference to your project economics, PMEGP is worth the extra paperwork. In many cases, we help clients evaluate both side by side against their specific project cost and category eligibility.
